KINGSLAND - The November meeting of the Kingsland City Council was canceled last Thursday evening due to a lack of a quorum of council members.Mayor Karen Wiscaver said the meeting will not be made up, and the business on the November agenda will be addressed during the December meeting.Lee Penister and Linda Burns were at the meeting while Keith Spencer and Suny Blair were not in attendance. Wiscaver said Spencer informed her beforehand he would not be able to attend the meeting. She said Blair was out of town and would not be able to return in time for the meeting....
