Mayor Samantha Johnson proposed it after questions arose about permits for a planned amphitheater and after finding records of permits issued through 1997. Although the council initially advanced the ordinance on a 2–2 tie broken by Johnson, it later unanimously tabled the measure for further research. Critics say permits could deter residents and add costs, while questions remain about inspections and enforcement. The council may revisit the ordinance when it meets Thursday, Aug. 27.
