10 YEARS AGO JANUARY 30, 2013 One man was killed and three others were seriously injured Monday night in a head-on collision on Hwy. 114 near Calmer. Scott Lunsford, 48, of the Rose Hill community, east of Rison, died in the accident, while Cynthia Reed, 46, and her parents, Rex Richardson, 75, and Louise Richardson, 74, all of Rowell, were seriously injured. The Woodlawn School Board unanimously approved hiring Simmons Construction of Warren to build the new music room and the new art room/computer lab for a bid of $714,945. Construction is underway to install new water lines in the City of Kingsland. A round of thunderstorms that moved through Cleveland County Tuesday night and early Wednesday morning caused heavy damage in the Rye area. 20 YEARS AGO FEBRUARY 5, 2003 The Cleveland County Quorum Court unanimously adopted a resolution Monday, asking the governor and legislators to implement educational reform that will allow schools that provide adequate education to continue to operate regardless of enrollment. A proposal by Governor Mike Huckabee to reform the state's educational system by consolidating many of the state's smaller school districts into 'unified school districts' of 1,500 students has drawn criticism from all three school districts in Cleveland County. No county district - Kingsland, Rison or Woodlawn - comes close to meeting the enrollment levels in the governor's proposal. The Cleveland County Solid Waste Board has retained John Kearney, a Pine Bluff attorney, to help it dismantle the now-defunct Solid Waste Authority. The waste authority owes $96,792.29 to a variety of creditors, including approximately $41,000 in back taxes, both state and federal. Roy A. Martin, 83, of Rison, who served as a Justice of the Peace on the county Quorum Court for more than 18 years, died Monday at his home. He and his twin brother, Ray Martin, operated Martin Bros. G...
