10  YEARS  AGOMARCH  4,  2015Snow totals ranging from 5 to 8 inches were reported across Cleveland County last Wednesday, February 25, as the area was hit with its third round of winter precipitation within a 10-day period. Meanwhile, forecasters were predicting a fourth round of winter weather consisting of freezing rain, sleet and snow to move into southern Arkansas starting this Wednesday evening.Students in both the Cleveland County and Woodlawn school districts will be attending classes until June this year as a result of the recent closings forced by winter weather.The Cleveland County Quorum Court approved a motion Monday night to buy a $50,000 certificate of deposit (CD) to repay a "loan" the county had made to itself to help manage the transition from a fee-based to a tax-supported solid waste program.Pay issues were at the heart of discussions at Tuesday night's regular monthly meeting of the Rison City Council, including the suggestion for putting salary caps on each position within the city. It was decided by the aldermen to table the matter. However, the council approved a $3,000 pay raise for police chief Jeff Prescott. It was pointed out by Prescott that his pay was lower than some of the other city workers, especially when considering he had been employed by the city for 30 years. No opposition was noted to the raise.The Cleveland County Quorum Court denied a request from the Cleveland County Head Start program Monday to apply for a loan to help build a new center at Woodlawn, and the JPs encouraged the program officials to look at other means to get the project completed. Judge Gary Spears and several JPs expressed concerns with having the county being liable for a nearly $500,000 loan for a program and building that is not directly linked to county government.
