10 YEARS AGO NOVEMBER 10, 2015 Contested races have developed for three local legislative seats and for positions on both the Rison and Kingsland city councils, according to the Arkansas Secretary of State and Cleveland County clerk's office. The filing period for candidates for next year's elections ended Monday. Filing in State Rep. Dist. 10 were Mike Holcomb (R) and Dorothy Hall (D); State Senate Dist. 26, Eddie Cheatham (D) and Elvis Presley (L); and State Senate Dist. 27, Bobby Pierce (D) and Trent Garner (R). Former alderman Jimmy Bowlin, a Republican, will challenge incumbent Curtis Marks, a Democrat, for a position on the Rison City Council. At Kingsland, a three-way race developed for a city council position. Incumbent Sharon Crosby is being challenged by Helen J. Browning and Tletha 'Tootie' Spencer. All three will be squaring off in the Democratic primary. There will be no contested races for any positions at the county level. Cleveland County Tax Collector Marcell Jacks has decided not to seek re-election. Meanwhile, deputy collector Pam Wilson was the only candidate to file for the position.In the wake of declining scores on achievement tests on both the state and national levels, Woodlawn Supt. Dudley Hume told the school board Monday night that he has been working on a plan with elementary principal Genell Davis to begin putting more emphasis on fundamentals in kindergarten through third grade.The newly appointed Pioneer Village Commission met Monday to discuss the future of the historical Pioneer Village here. Once the site of the Cleveland County Fairgrounds, the Pioneer Village now consists of the former fair exhibit buildings, a collection of historical structures, and the Rison Community Garden.
