10  YEARS  AGOOCTOBER  8,  2014The Cleveland County Quorum Court approved an ordinance Monday night allowing the county to borrow $50,000 from its investment fund to help cover the county's solid waste expenses until the new sales tax money comes in. County Judge Gary Spears said it does not appear the county will have enough money in its solid waste fund to cover all the costs the county will encounter between now and when the first payments from the new 2-percent sales tax arrives in late December to begin funding operation of the trash service. Also Monday night, the JPs approved a resolution asking Governor Mike Beebe to call a special session to address the state prison overcrowding problem.The Arkansas Forestry Association (AFA) recognized Tree Farmer John L. McClellan of New Edinburg as the 2014 Outstanding Tree Farmer during the group's annual meeting held recently in Hot Springs. McClellan owns 1,132 acres and is actively involved in the routine management of his land for timber production, soil and water conservation, and recreational uses.The Rison City Council appointed Curtis Marks Tuesday night to fill the remaining term of the late Ward C Position 1 alderman Curtis Hopper, who died September 19. Marks is the only candidate to seek Hopper's city council position. Hopper announced late last year that he would not be running again, so the seat was open. Hopper's term ends on December 31.Fourth District Congressman Tom Cotton continued to link U.S. Senator Mark Pryor to President Barack Obama while touting his own conservative record during a campaign stop early Saturday afternoon in Rison. Cotton is one of three candidates trying to unseat Pryor, the Democratic incumbent.Mary Green, a long-time deputy clerk in the county clerk's office here, and Jimmy Cummings, a retired Marine Corps master sergeant with administrative experience, are the two candidates runnin...
