10 YEARS AGO APRIL 10, 2013 Brig. General Roger L. Mc-Clellan, a New Edinburg native and now commander of the Arkansas National Guard, flew into Rison by helicopter Saturday to deliver the keynote address for the formal opening of the new Hall-Morgan Veterans Building across from the court square.
